1) Oil - When it is dirty and has chemically broke down. There is no way to know this unless you have it analyzed. Change it as often as you can. You can't change oil to often. 5000 is fine, 10,000 on synthetic

9) I think I have adjusted one in my life. It is better to replace the rear brakes. A loose cable is a good indication the rear pads are low. Adjust it when the rears are not locking. This could happen at any mileage or never at all.
